Impact Measurement of the Preceptorship Framework

NIPEC has completed a comprehensive Impact Measurement Assessment of the Northern Ireland Preceptorship Framework for Nursing and Midwifery (2022) and its associated resources. The Assessment was conducted across Health and Social Care (HSC) Trusts, Primary Care, and the Independent Sector, using NIPEC’s Impact Measurement Framework (2025). Its purpose was to evaluate the implementation of the Preceptorship Framework, assess its effectiveness in practice, identify examples of best practice, and examine alignment between NIPEC’s strategic objectives and the evolving needs of its stakeholders.

Methodology

A mixed‑methods approach was adopted to ensure robust and representative evidence. This included:

  • Online surveys completed by preceptees, preceptors, and line managers
  • Focus groups with senior managers and professional leads across HSC Trusts, Primary Care, and the Independent Sectors.

Data collection took place between May and October 2025.

Findings

The Assessment demonstrates that the Northern Ireland Preceptorship Framework is delivering a positive and measurable impact on the nursing and midwifery workforce. The Framework has supported safe, effective care and strengthened workforce development across sectors. NIPEC’s leadership and collaborative approach have played a pivotal role in embedding preceptorship as a strategic priority, fostering a culture of continuous improvement.

Building on this success, NIPEC should continue to leverage its leadership and influencing role by supporting the development of consistent, sustainable approaches that enhance professional practice and development. Continued advocacy and partnership working with its key stakeholders will be essential to ensure that future initiatives are embedded as strategic priorities and deliver meaningful improvements across the health and social care sectors.
