DoH Commissioned Development and Education Activity – Process

The Department of Health, (DoH) is accountable for the management of a budget to support the education, training and development needs of post-registered nurses and midwives to ensure that it’s workforce has the skills and competence to deliver safe and effective care to patients and clients.

Education and training needs of the nursing and midwifery workforce are identified by Health and Social Care (HSC) Trusts in Northern Ireland on a yearly basis. Programmes are purchased by the DoH from education providers, and form part of a commissioning process or cycle which has four phases.

The DoH circulates a commissioning proforma to all HSC Trusts for completion. On return of these, regional priorities are discussed by the Education Commissioning Group (ECG) which submits their proposed commissioning plan to the DoH for agreement. The membership of the ECG includes HSC Trust Education Leads for nursing and midwifery, Board Directors of Nursing and DoH personnel including the Post-Registration Business and Contracts Manager, who is the contact person for all post-registration education, training and development business and liaises with HSC Trusts through their Education Lead.
